I'm trying to develop an application and I'm being charged each time I re-run my development code to see if it is working the way I would like. Is there a sample stream that can be used for free for development purposes?

This is something we are looking in to doing, but unfortunately we do not currently offer a "sandbox" environment - everything is paid for.
To save money whilst developing your application, we recommend avoiding using Twitter to save money on the Twitter licence, and using a simple stream to keep DPUs low. The following stream should be one of the cheapest you can run:
interaction.type != "twitter"
and
interaction.content contains "and"
