The twitter.user.time_zone field is the value a Twitter user has set as their local timezone. At the time of writing, Twitter takes these values from the Rails TimeZone names. Some example timezone names would "Pacific Time (US & Canada)" rather than "America/Los_Angeles", or "London" rather than "Europe/London".

There is no value for a null timezone. It is simply not set. See Filtering Data By Timezone.

Some of the time zones that are used is the default Time Zones, like the time zones you are using in Windows. You can rarely see the specific one like the type of time zone you are saying, usually they are in some blogs.
Other than that, did you know that you can get more twitter followers? Tried it, got lots of it ;)
